I am a graduate of Triton College, River Grove, IL and earned my
Bachelor's Degree at Nova
University in Fort Lauderdale, FL. I currently hold the position of Adult
Care Section
Coordinator, Respiratory Therapy Department at Rush University Medical Center
in Chicago, IL.
I have been in the field of Respiratory Care for over 30 years and have been
employed at Acute,
Long Term and Home Care facilities throughout my career. I have consistently
supported the
expansion and elevation of this profession and have served as an active BOD
member on the
Illinois and Florida Societies for Respiratory Care. I am a Past President
of the Illinois Society
for Respiratory Care ('07-'08) and would be honored to serve its members
once more in
the capacity ad President. |

I am the Director of Respiratory Services and Sleep Disorders Clinic
at Graham Hospital in
Canton Illinois. I started this department in September of 2007 after the
hospital had gone
20+ years without a Respiratory department.
I graduated from Illinois Central College's Respiratory Therapy program in
2000.
Worked at Proctor Hospital in Peoria as a student,
staff therapist from 1998 until 2007. I am married and have 2 children.
My wife and I are both very active in the community with coaching sports.

Midge Seim (Ch 3)
My given name is Madeline, however most know me by Midge. The Norwegian
pronunciation of Seim is "same", however I will respond to almost anything
that
starts with S and ends with M.
I began my respiratory therapy journey as an OJT, or "on-the-job trainee",
and
was almost frightened by the tasks I was allowed to do without any education,
and
quickly chose to go to school. I earned an AAS in Respiratory Therapy from
Parkland
College, followed by B.A. and M.S. degrees from Eastern Illinois University
several
years later. I am currently privileged to be Program Director for the
Parkland College Respiratory Care Program.
I am Registered Respiratory Therapist- Neonatal-Pediatric Specialist,
and licensed
RCP in Illinois. I am a BLS, PALS, and ACLS Instructor, Training Center Faculty
and Regional Faculty for American Heart Association in BLS. I also maintain
NRP certification.
I have served on the Board of Directors for the Illinois Society
of Respiratory Care
as a Chapter Representative for several years. I am a member of the Student
and
Membership committees. Being a member of the ISRC Board has been an opportunity
to be a part of the larger professional organization to promote Respiratory
Care as a
profession. I look forward to continuing to serve the profession and the
Society. |

Bronchoscopy lab, and Pulmonary Function Lab.

As a Registered Respiratory Therapist for 16 years,
I have worked for 15 years continuously within the ISRC to advance our state.
Currently I serve as the Past President; I have also served as the Chapter
2 Reporter,
Public Relation Chair, Chapter 2 Chair and most recently the first two year
term President.
It would be a great honor to serve as the AARC delegate. As the AARC delegate
this allow
me the opportunity to use my voice and experience to serve the state.

Keith Hirst (Ch 2)MS, RRT-NPS
Keith received his B.S. in Respiratory Care from Northeastern
University in Boston in 1998
and got his Masters in Respiratory Care Leadership from Northeastern University
in 2010.
He has a wide experience in Respiratory Care having worked in both Adult
and Neonatal/Pediatric
Critical Care, most recently he worked at Childrens Hospital Boston.
Keith is ECMO trained and
has presented several research abstracts at the AARC and has spoken at several
ISRC events.
He has written 2 book chapters, one on Medical Gas therapy and the other
on Neonatal/Pediatric
Assessment. He is current a PhD candidate at Rush University in their PhD
in Health Sciences
Program. Keith is currently an Assistant professor and Director of Respiratory
Care at Rush
University in their Respiratory Care Program. He lives in Winfield with his
wife Alison and
their son Taylor. |

the Royal

| Explanation of Proposed Changes to the ISRC Bylaws, 2012
The Illinois Society for Respiratory Care is proposing four changes to our
bylaws.
Format:
Sections which the ISRC is proposing to delete are indicated by
striking through the text.
Sections the ISRC is proposing to add are indicated by bolding and
underlining the text.
Proposal One:
In 2007 the ISRC increased the term of office of the President from one to
two years. This means that there is a new Past President every two years.
The term of Past President therefore needs to be extended from one to two
years so that the office will not be left vacant every other year.
Article V
Section C TERM OF OFFICE
-
The term of office for President shall be for a period of two (2) years and
no individual shall succeed him/herself in office.
-
The term office for President-Elect shall be for a period of one (1) year
immediately preceding succeeding to the office of President, and no individual
shall succeed him/herself in office.
-
The term of office for Immediate Past President shall be for a period of
one (1) year two (2) years immediately following
the term in the office of President.
-
The term of office for the Vice-President shall be for a period of two (2)
years.
-
The term of office for Secretary and Treasurer shall be for a period of two
(2) years.
-
The term of office for Chapter Chairpersons shall be for a period of two
(2) years.
-
The term of office for members of the Board of Directors shall be for a period
of two (2) years with the exception of the Offices of President-Elect
and Immediate Past President. There shall be no limit to
the consecutive terms that may be served as a member of the Board of Directors.
Proposal Two:
In the previous version of the bylaws, the President-Elect assumes the office
of the President if that office becomes vacant for any reason. In the current
version of the bylaws during the first year of the President's term of office
there is no President-Elect. This change provides for how the office of President
would be filled if it becomes vacant during that first year.
Article V
Section E VACANCIES IN OFFICE
-
In the event of a vacancy in the office of President during the first
year of the term of office, the immediate Past-President shall resume the
duties but not the office for the unexpired portion of the first year of
the term until a President-Elect has been sworn in. In the event of a vacancy
in the office of President during the second year of the term of office
the President-Elect shall become acting President to serve the unexpired
portion of the President's term and shall serve his/her own, the successive
term, as President.
Proposal Three:
This change is part of the transition to the new, council structure.
Article VIII
Section B PURPOSE
-
The annual business meeting shall be for the purpose of receiving reports
of officers and
committees councils, the results
of the election and for other business brought by the President.
Proposal Four:
This section establishes and explains "council" structure. Permanent assignment
of specific standing committees was avoided to allow the President the
opportunity to modify the composition of the councils as needed to help achieve
his/her goals. Specific designation of the Officer to lead each council was
also left to the discretion of the President.
Article XI
Section A PURPOSE AND DUTIES OF COUNCILS
In order to facilitate effective oversight and establish an accountability
mechanism, the committees of the Society shall be organized into four functional
groups or councils. The leadership shall be appointed by the President. The
composition of the councils may be modified at the discretion of the President
to best achieve the goals of the Society.

Fiscal Responsibilities
This council shall be responsible for the fiscal oversight of the Society,
including but not limited to assuring the development, implementation of
and assurance of compliance with the annual budget, as well as making appropriate
arrangement for the long-term financial viability of the Society.

Governmental Affairs
This council shall be responsible for the governing of the Society and shall
be a liaison between the Society and any local, state or federal government
activities that could potentially impact the profession of Respiratory Care
as it is practiced in Illinois.

Professional Development
This council shall be responsible for the development and implementation
of programs to facilitate recruitment, retention and education of Respiratory
Care Professionals and members of this Society.

Strategic Communications
This council shall be responsible for communication within the Society, and
communication between the Society and the public at large. This council shall
also be responsible for the development of the Strategic Plan of the Society,
as well as on-going guidance toward achieving the goals stated therein, or
when appropriate, modification thereof.

log in and VOTE between February 18th and March 18! You must be an active
AARC member as of January 31st in order to vote. Please have your member
number handy as you log in to the secure voting system.
We have current openings for representatives in many chapters. If you would
like to learn more about the ISRC Board of Directors, please attend the 3rd
quarterly board meeting in Pekin on March 24th. We especially have an urgent
need for representation in the southern half of the state.
